Celebrating Reconciliation Grants

Events and activities need to meet the following program objectives:

  • promote and facilitate truth-telling, healing, trust and respectful relationships between non-Indigenous and Aboriginal and Torres Strait Islander peoples in Queensland
  • promote inclusion through strengthening relationships between Aboriginal, Torres Strait Islander and non-Indigenous Queenslanders
  • raise community awareness of National Reconciliation Week
  • offer community members opportunities to learn, share, and grow, for example, through sharing stories about past events, and showcasing local Aboriginal and Torres Strait Islander histories, arts, cultural activities, etc

It is a requirement of the grant program that Aboriginal and/or Torres Islander peoples are included in the design and delivery of the event or activity.

Eligible applicants can apply for grants valued at $5,000 and $10,000 (exclusive of GST).

What the grant funding can cover

  • staffing capped at 50 per cent of the funding requested (non-recurrent salaries and on-costs including matching of volunteer fees)
  • equipment and venue hire
  • theming
  • materials and supplies
  • talent and entertainment
  • catering and produce.

What the grant funding cannot cover

  • administration and overhead costs
  • activities that form part of the organisations core business or are considered routine operations of the applicant
  • funding of research, trials, or feasibility studies
  • insurances
  • prizes or gifts
  • alcoholic beverages
  • retrospective (past) activities
  • capital equipment or works
  • activities or goods not directly related to the event (including auspice fees).

The distribution of funding will be at the discretion of the assessment panel. The assessment panel will determine funding allocations based on how applicants address the assessment criteria, the benefit to Aboriginal and/or Torres Strait Islander communities and value for money.

Who can apply?

Applicants wishing to apply for a Celebrating Reconciliation Grant must:

  • be based in Queensland and the event must be delivered in Queensland
  • have a valid Australian Business Number (ABN)

Eligible applicants include:

  • a company incorporated in Australia #
  • a company limited by guarantee *
  • an incorporated trustee on behalf of a trust
  • an incorporated association
  • a registered charity or not-for-profit organisation
  • a local government body

# Grant applicants that are not incorporated should partner with an incorporated organisation with demonstrated capacity to undertake and oversee community projects.  This is an auspice arrangement.  The auspice organisation details should be entered in the application form.

* A “company limited by guarantee” is a specialised form of public company designed for non-profit organisations. In Australia companies limited by guarantee are subject to the Corporations Act 2001 (Cth) and administered to by the Australian Securities and Investments Commission (ASIC).

Who cannot apply?

  • a Queensland government department, agency and statutory authority
  • an Australian government department, agency and statutory authority
  • a Member of Parliament
  • an individual
  • an unincorporated association without an auspicing body
  • an organisation not delivering services in Queensland
  • applicants without a valid ABN
  • public or private schools (including school parent associations), kindergartens, childcare centres and
    pre-schools
  • previous applicants with an outstanding acquittal form.

Eligible events and activities

The list below provides examples of eligible events. It is not exhaustive, and you are welcome to submit a proposal for a different type of event or activity that meets the objectives of the grant funding.

  • Cultural displays that promote an understanding of, and respect for, Aboriginal or Torres Strait Islander traditions, customs, histories, and cultural heritage
  • Celebrations showcasing local Aboriginal or Torres Strait Islander artworks, dance groups, musicians, singers, and entertainers
  • Resources or materials (such as booklets, posters, videos, websites or podcasts) that acknowledge and raise awareness of Aboriginal and Torres Strait Islander people’s cultures.
  • Recreational activities in public spaces and parks that promote reconciliation between local Aboriginal, Torres Strait Islander and non-Indigenous community members including children and young people
  • Community-based and community-driven initiatives such as yarning circles or speaking events that foster conversations about reconciliation, racism, discrimination, and related issues, and provide a harmonious, creative and collaborative way of communicating in a relaxed and safe environment.
  • Food displays and stalls demonstrating the preparation and cooking of traditional foods and bush tucker

Note: Events that are contentious, traumatic and/or triggering for Aboriginal and Torres Islander peoples will not be eligible.

Applicants are encouraged to consider how their event can be inclusive of older people and people with disability.

The health and wellbeing of our Aboriginal and Torres Strait Islander community, older people and people with a disability is a priority. Applicants should carefully consider whether events and activities can be safely delivered. Where relevant, successful events and activities will need to comply with the public health requirements.

Applications will be assessed by an independent assessment panel against the following criteria:

Demonstrates how the event or activity supports the program objectives of the Celebrating Reconciliation Grants.

Demonstrates how Aboriginal and/or Torres Strait Islander peoples will be included in the design and delivery of the event or activity. 30
Presents a plan for the event or activity including proposed methods for promotion. 15
Presents a budget that is complete, realistic, provides value for money, and clearly outlines how the grant funding will be spent. 15
Demonstrates capacity and experience to manage and deliver the event or activity (including planning, implementation, and evaluation of its success). 10

All successful grant applicants will be required to:

  • enter into, and comply with, a funding agreement and its terms and conditions.
  • acknowledge the Queensland Government funding with a Queensland Government crest on all promotional material associated with the funded event.
  • submit an Event and Financial (Acquittal) Report (if required) by the specified due date. Where there is unspent funding, the Department of Treaty, Aboriginal and Torres Strait Islander Partnerships, Communities and the Arts (DTATSIPCA) may require you to refund the unspent funding.
  • immediately inform DTATSIPCA via email crg@dsdsatsip.qld.gov.au of any proposed changes to the funded event, e.g. change in activities, dates, and locations.

The Department of Treaty, Aboriginal and Torres Strait Islander Partnerships, Communities and the Arts and/or the Minister may contact grant applicants for any promotional and advertising purposes in relation to the 2024 Celebrating Reconciliation Grants.
